With reference to my letter No.773/01034 of 9th May, 1935, reporting a conversation which I had with Mr. John Swire one of the local managers of Messrs.Butterfield & Swire, on 7th May, 1935, at Shanghai, the following extract from a Report of Proceedings from the Commodore, Hong Kong, for the period 1st March to 17th April, 1935, is forwarded for information, together with a copy of the letter which the Commodore has sent to the Shipping Companies :-

" 16. There has been little of event during the period

under review, but failures to report in accordance with the /T Communication Scheme became so numerous that I was forced to issue a strongly worded remonstrance to all shipping companies working the scheme. A copy is attached and I have also sent copies to His Excellency the Governor and to the Inspector General of Police and llarbourmaster. It will be noted that the China Navigation Company (Messrs.Butterfield & Swire) are the principal offenders. It is true that this Company has more ships concerned than the others, but a percentage of failures gives approximately the same figures. s.s.MUINAK, which ave trouble during February paragraphs 15 and 18 to 1 of my H.K.960 of 1th March 1935, continued to fail to communicate, and the Agents (Messrs.Butterfield & Swire) are appointing a W/T Operator to her.

18. The Anti-Piracy Officer was shown the plans of the Butterfield & Swire ships TUNG HOW, SHUTIEN and SHENKING and the "A" Class by the Superintending Engineer, Mr...James (who served as Engineer Lieute- nant Commander, Royal Naval Reserve in H.M.S. TRIUMPH at the capture of Tsingtao in 1914). Mr. James pointed out the alterations which are proposed to be carried out in these ships to render them" "Pirate-proof". In the case of the TUNG HOW, these alterations are very extensive and will cost about $28,000 in the other ships about $5,000 each.

19. The Anti-Piracy Officer was also invited by the Manager of the Osaka Shosen Kaisha (Mr.T.Nakamura) to inspect the s.s. CANTON MARU and DELI MARU. former ship is of fairly recent construction and was
